The log book
What the Bookkeepers did by hand, written down as they did it: Xanax sent out, drops credited after review, refunds, stash adjustments, burns, wars settled and cases called off. Each line leaves out who it was about, which Bookkeeper did it and why, and gives only the day, so the log can't point at anyone. The members concerned are told the reason directly.
